Edward Joseph Bomarsi, 41, of Winthrop, was arrested for a charge of operating under the influence of drugs after a caller reported two parties parked and possibly sleeping at 10:09 p.m. on Newbury Street.
Carmen Higgins, 52, of Meredith Road, was arrested for a charge of possession of a Class A drug and another department warrant after a caller reported two parties parked and possibly sleeping at 10:09 p.m. on Newbury Street.

A summons was issued to Danelia Rae Phayr, 45, of Lawrence, for charges of breaking and entering of a building for a daytime felony and larceny from a building, after a caller reported larceny of a speaker at 6:30 p.m. on Dalton Court.
A summons was issued to Shirley Annette Wornum, 61, of Ford Street, Lynn, for charges of shoplifting $250+ by concealing merchandise and obstruction of justice after a female party was detained by loss prevention at 7:33 p.m. at Macy’s on Andover Street.
A summons was issued to Leustene Meneses E Silva, 53, of Everett, for charges of operation of an unlicensed and unregistered motor vehicle after a report of a motor vehicle accident at 9 p.m. on Northend Street.
