City council appoints new president in mid-term inauguration

City council rang in the new year with the mid-term inauguration, where council members unanimously elected Julie Daigle as council president.

A ceremonial march from the Peabody Color Guard and a performance of “The Star-Spangled Banner” by the Peabody Veterans Memorial High School Choir began the night, followed by Daigle’s nomination by Councilor-at-Large Anne Manning-Martin.

“This councilor has worn many hats over the years, gaining vital knowledge of city governments and operations,” said Manning-Martin. “Councilor Julie Daigle brings business acumen and real-world experience that will lead the city council through whatever challenges we face in the new year.”

In her first speech as council president, Daigle began by thanking the crowd packed with important city figures, such as Mayor Ted Bettencourt, Lieutenant Governor Kim Driscoll, Senator Joan Lovely, State Representatives Sally Kerans and Joe Walsh, Superintendent Dr. Josh Vadala, and Peabody School Committee members.

“If you had asked me years ago, I would’ve never seen this coming,” said Daigle. “But I have to say, due to the support of all these guys and ladies on the floor, I feel I can navigate through this.”

She continued by heaping attention on the work city council has planned in the year ahead, like a new public safety building and the development of the new PVMHS. She also emphasized prioritizing the economy and the importance of expediting the permitting process.

Daigle will be replacing Ward 3 Councilor Stephanie Peach, who spoke on the successes the city council achieved in 2024.

“In my time serving on this council we have supported forward-thinking projects, projects that will build on the city of Peabody,” said Peach. “We don’t always agree when and where to invest on these projects, but we have ample discussion, and I thank you all for that.”

Lieutenant Governor Driscoll took time to introduce Mayor Bettencourt by speaking on the crucial role local government plays in the lives of residents.

“If you think about the branch of government you rely on the most in your everyday lives, it’s what you do here in this city and countless others,” Driscoll said. “Educating your children, keeping your neighborhood safe, investing in those amazing places where you spend your time . . . that all happens locally.”

Closing the inauguration, Mayor Bettencourt thanked the city officials in attendance along with congratulating Daigle for her appointment before outlining the achievements Peabody has made in public safety, education, economic development, infrastructure, and the quality of life of residents.

“As promising a year as 2024 was, I believe 2025 will be looked upon as a truly watershed year in our city’s history, as we move forward together in a spirit of great optimism and promise,” said Bettencourt. “I look forward to working with all of you to build upon our success and continue to make Peabody a great place to live, work, and raise a family.”
